In California, Lemon Laws extend not just to computers and cars but also to cats and dogs. Although it is named as California Puppy Lemon Law, it is not just applicable to puppies but also to kittens and adult cats and dogs too. The main motive of California Puppy Lemon Law is pretty much the same as that of other Lemon Laws – to ensure that the person who purchases a pet is not cheated of his money by any seller.

As mentioned in California Codes Health and Safety Code Sections, a pet dealer is an individual who retails pets such as cats and dogs and has an official permit for it as well. On the other hand, a purchaser would be any individual who buys a pet animal but has no motive to sell it again.

In order to be free from any legal matters, it is required that the pet dealer follows some guidelines. To begin with, he should ensure that the surrounding of the pets is sufficiently healthy and in case an animal is sick, it should be separated from the other lot thereby ensuring the health of the others. That ways, a buyer also is confident of the health of the pet. The purchaser should be informed about the pedigree of the dog or cat along with the immunization status and hospital record if any. They should be made aware of advantages of spaying their pets and should be offered some motivation for the same.

In case a retailer becomes lax in his duties, he can be taken to court for matters such as not ensuring the level of hygiene of the pets. In case a veterinarian reports that the animal got ill before two weeks of purchase or if he detected an abnormality since birth within one year of purchase, the pet shop owner will face legal charges and suffer the consequences.
